They are literally clogged with cars to such an extent that drivers cannot leave without damaging nearby vehicles. There is an arrow on the roof of each car that indicates where the car will go if you click on it. Carefully inspect the location of the vehicles and start withdrawing cars from the one that can leave freely without harming anyone. Further down the chain, lead the others out until the parking lot is empty in BEEP OUT!
